The Network of Empowering Authorities (NEA)

The Network of Empowering Authorities (NEA) was a group of 18 councils chosen by the government to help champion community empowerment across the local government sector.


The NEA aimed to:

  • develop sector-wide capacity to deliver community empowerment;
  • push the boundaries of existing practice;
  • drive up standards in member councils;
  • share experience and good practice with other local authorities.

The Department of Communities and Local Government funded the NEA for 2 years up until March 2010. The Improvement and Development Agency, working with CDF, supported the network to deliver its aims.

The NEA undertook a programme of research and action learning in the three implementation themes identified in the Framework for an Ideal Empowering Authority as ‘pillars’ that are key to delivering community empowerment.

The NEA authorities came together to form working hubs aiming to identify challenges and possible solutions in each of the three areas. For further information, visit the IDeA website.
